Bend the knees forward. Push the knees out over the toes by using the calf muscles. The blades should be on inside edges, but the feet should not fall too far to the inside.

Once the knees push forward, and if the blades are on the correct inside edges, the skater will find himself gliding forward a bit. The weight on the skater's feet should move from the back of the skate to the middle of the blade.
